Consideration and possible action on Harbor District draft response to the LAFCo Municipal Service Review draft report.  

The Board of Harbor Commissioners approved the MSR Response Letter with additional changes pending further review by legal counsel.  Vote: 3-0

Item 11:  Discussion & Possible Action: Consider Revising General Manager's Spending Limit:  1:49:44

  • On Dec. 5, 2012 the General Managers spending limit was raised from to $10,000 to $15,000 by unanimous vote. Resolution 20-12 amended Policy 4.3.1.
  • On January 7, 2015 the following policy was approved in a 3-1 vote.   

The General Manager does not have authority to hire consultants and/or contractors prior to board approval unless responding to a threat to public health and safety that has an effect on day-to-day business operations.

PETER GRENELL ANNOUNCES RETIREMENT

  • After 17.5 years with the Harbor District Peter Grenell announced his retirement.  33:50
  • Grenell started working for the Harbor District in May 1997. Grenell's last day will be Jan 3, 2015.

DISTRICT ATTORNEY INVESTIGATION INTO THE CA MARITIME INFRASTRUCTURE BANK/AUTHORITY

  • Commissioner Jim Tucker said he was recently questioned by an investigator working for the SMC District Attorney regarding the California Maritime Infrastructure Bank/Authority.  57:39
  • President Pietro Parravano said he was recently "contacted" by the District Attorney's office for questioning regarding the California Maritime Infrastructure Bank/Authority and Mr. Grenell's involvement with CMIB/A.  1:00:50

  • Commissioner Jim Tucker, Commissioner Will Holsinger and President Pietro Parravano declined to second Commissioner Brennan's motion for an agenda item to discuss reconsideration of the Harbor District's membership in the California Maritime Infrastructure Bank/Authority.
